Just installed Elementary OS 5 on a Dell Optiplex 745 and ran updates. Hardwire ethernet runs cleanly. The network manager holds a wifi connection for at most 10 minutes. On disconnecting it will only reconnect with a reboot. Probably not the solution you're looking for but if in your shoes I would probably replace the wifi card. Is the card built-in or in a PCIe slot? If no slots are available even a USB wifi adapter would work well.
