Elementary OS Kernal Panic IO-APIC Error

    Hi there,
    So I have a Dell Optiplex 790 that I want to re-purpose as my main computer. I am looking for a dual boot setup, with Elementary OS on one half of the hard drive and a legal version of Windows 10 on the other half. I have successfully installed Windows 10 on the machine, and I want to install Elementary OS alongside it. I know that when installing, Elementary OS should ask me if I want to install it alongside or instead of Windows 10. So I have written the latest version of Elementary OS to a bootable 32GB USB 3.0 drive. I then attempted to boot off of it. The Optiplex only has USB 2.0, unfortunately, so I only get 2.0 speeds. When I start booting off the drive, it gets to the point where it says "Booting Elementary Live Disc in 5 4 3 2 1" and then, after a few seconds, shows me this screen (see attached image, sorry for possible bad quality). Then the computer completely freezes, apart from the cursor flashing. I have used another 32GB 2.0 USB drive, used multiple of the same image, written it in both ISO and DD modes, and even attempted to edit the GRUB config to try and fix this. None of this changed a thing. For this computer I need the dual boot setup for reasons I don't need to specify here, and I need Elementary OS as the other operating system. Please help, as I only have a few days to solve this problem.

    Edit #2: The same error message appears when attempting to boot from an Ubuntu 19.10 ISO written to a USB.
